4. Population Trends, Based on 2004 Data Population figures are based on parish returns.
4.1 Population growth
4.1.1 The Tiverton market town area has a total population of 35,924, of which over half (20,068) live in the parish of Tiverton.
4 . 1 . 2 The population growth in Tiverton parish between 1991 and 2004 was 16.8%, above the average Devon County rate (14.8%), but close to the rate for Mid Devon (16.3%). The population of the rural parishes rose by 8.9%.
4.1.3 The trend is towards more rapid growth than in the late twentieth century, particularly in Tiverton parish, with increased immigration of older age groups.
4 . 1 . 4 A significant number of East European immigrants have come to the area since the last census. Many have a weak command of English.
4.2 Age profile
4.2.1 The age profile in the market town area shows a slightly younger population than the county profile, with Tiverton parish in particular showing a younger profile.
4.2.2 The other parishes match the county profile very closely.
4 . 2 . 3 A significant increase in the elderly population is expected in the area by 2021 placing additional strain on the health and care services.
4.3 Household occupancy
4 . 3 . 1 Single person household occupancyin
Tiverton parish is high (30.6%) but significantly lower in the other parishes (23.2%).
4.3.2 The percentage of single person occupancy for the market town area (27.4%) is above that of Mid Devon (26.7%) but below that of Devon County (29.1%).
4.4 Multiple deprivation indices Until recently, indices of multiple deprivation were measured by Ward.
This measure was standardised in 2004 with a new unit of measurement, the Super Output Area (SOA), a sub ward area averaging 600 households. The lowest level is the Lower SOA (LSOA), which covers an area containing approximately 1500 people, about one third of the size of a Ward. Tiverton parish contains twelve LSOAs, which are aggregated to form 3 Middle SOAs. The remaining parishes comprise 11 LSOAs, aggregated
into 2 MSOAs. Deprivation is measured in terms of seven indices: income, employment, health, crime, education and skills, barriers to housing, and living environment deprivation.
4.4.1 Tiverton parish contains one LSOA in the most deprived 25% nationally, situated in the east of the town, and seven in the next 25% nationally.
4.4.2 Four LSOAs outside Tiverton parish also fall into the second category, including part of Bampton in Clare and Shuttern Ward to the north.
4.4.3 Tiverton ranks eleventh out of twenty-three towns in Devon for the worst levels of deprivation, with a score of 18.5 on the Index of Deprivation.

4.5 Children in need
The proportion of children in need in Tiverton parish is significantly higher than district and county averages. Tiverton Wards have a significantly higher rate of youth offending than the district and county averages.
4.5.1 The number of children in need per 1000 population in the Tiverton Wards in 2003-4 was 41.7 compared with 22.8 in the remaining parishes and around 30 for both the district and county.
4 . 5 . 2 The proportion of young offenders (200-2002) was 24.6 per 1000 aged 10 – 17 years in Tiverton compared with 11.1 for the remaining wards, 16.6 for the district and 19.3 for the county.
4.5.3 Mid Devon Social Services run one children’s home, St. Leonards, in Tiverton.
